William Cavendish-Bentinck was a rent seeker and Master of the Horse.
This is quite a common bookplate. I found a copy in a book which I bought for £3 at a bookfair in June 2023, so it was presumably from the library of the Duke of Portland. It was in a copy of Mémoires d'un Bourgeois de Paris, Tome Troisiéme by Le Docteur L. Véron, published in Paris in 1854. Many of the pages of this 169 year-old book were uncut, both at the top and sides, so it had never been read. As it had fallen out of its binding, I recycled the text block, after removing the bookplate.
The 12th and current Duke of Portland plays David Archer in The Archers.
