Francis John Stephens Hopwood, Baron Southborough

Francis Hopwood was a British civil servant and the 1st Baron Southborough. The supporters are red squirrels, which is sweet. They are symbols of thrift and caution because they store nuts for winter. Squirrels also hop around a wood, so it may be a rebus.
